Welcome to the National Collegiate Football League
The NCFL is a unique take on fantasy football. This league is built around the idea that each franchise has a farm system of “minor league” teams to manage and feed their big club.
Many leagues have a minor league system, but in this one, you actually have to manage them and set lineups. Both your NFL & NCAA leagues will be a factor in determining the overall league champion. In total, each owner in the league will have two (2) teams to manage: NFL and NCAA.
This league is operated in several places:

-Team Names
To make it easier across the two (2) leagues to figure out who owns which teams, your NFL team name and your NCAA team name will be a college from the NFL team's state. NCAA teams have been pre associated with NFL teams, however, they can be changed if you would like.

Overall standings are determined by awarding points for where you finish in each league, and other ways to obtain points. Overall league standings will be tracked in the master sheet, and updated weekly.

Teams eliminated in the same round of the NFL playoffs will be seeded by their regular season finish. Ties in each league will be settled by league specific tie-breakers.
Ties in the overall standings will be broken by the following tiebreakers:
1. Most fantasy points scored in league tied in
2. Most fantasy points scored across both leagues
3. Highest worst seed
4. Coin Flip
- Inaugural Drafts
The NCFL NFL Start-Up Draft will take place on Fantrax once the league is full. Each team will have 31 draft picks between individual offensive and defensive players, as well as kickers. The draft order will be determined using a random order generator via random.orq.
Both drafts will follow a snake format.
This will be a slow draft, eight (8) hours per pick with the clock being paused overnight from 11:00 PM EST to 8:00 AM EST. You are allowed to trade picks, however, once you’ve been on the clock for four (4) hours, the pick can no longer be traded.
Following the NCFL inaugural NFL draft, each player will receive a contract for the spot they were selected and then you will get to decide how many years they are signed for. Each player on your roster upon the conclusion of the draft, must be given a contract.

After the start-up draft is completed, you will then have the option to decide how many years each player will be signed for.

The NCAA draft will be conducted sometime in August, once all incoming Freshman are uploaded into the Fantrax database. Each team will have 31 draft picks between individual offensive and defensive players, as well as kickers. The draft order will be the reverse order of the NFL draft.

10 Rookie Redshirts*
*Each season, you can “redshirt” 10 rookies that you promoted from your NCAA team. This allows you to hold onto rookie players that you may not have a roster spot for until some contracts expire.
You are allowed to promote a player from his redshirts status, providing you have the appropriate roster spot and cap space. Once a player is promoted from redshirt status, he is not allowed to go back to redshirt status. You are not allowed to fill a vacated redshirts status spot after promoting a player.
Injured Reserve:
If a player is listed as Out (O) or on the NFL Team's IR/PUP, he may be placed on IR and will not count towards the 45 player active roster limit. All IR players do not count towards the salary cap. Suspended or inactive (not having a team) players cannot be placed on IR.

Each season we will follow the in real life (IRL) NFL Schedule for opponents. The NCAA schedule will be randomized via Fantrax
The NFL playoff format will follow the IRL NFL playoff format.
Playoff Seeding Tiebreakers:
1. Head-to-Head Record in league tied in
2. Total Fantasy Points in league tied in
3. Total Fantasy Points between both leagues
If three or more teams are tied for a playoff spot, the H2H record tiebreaker is skipped
The NCAA portion will break into two conferences: AFC & NFC. NCAA teams will match their NFL teams to determine which conference they are in. Then top four teams from each conference will make playoffs. The top seed in each conference will play the lowest seed in their respective conference while seeds two and three will play. Winners will meet each other in round two, with the winners advancing to the NCAA Championship.
The above tie breakers will be used in the NCAA league.
The remaining 24 teams will play a week 11 “Bowl Game” with matchups determined on season standings (9 vs. 32; 10 vs. 31; 11 vs. 30; etc.). ***Adjust for 2024 - don't include bottom teams in the bowls??? ***
- Trading
The rules committee will consist of 7 league members who will be responsible for voting on rule suggestions and trades.

If a trade reaches four approvals, OR has more approvals than vetoes after 24 hours it will pass. If a trade reaches three vetoes, OR if there are more vetoes than approvals after 24 hours, it will be vetoed.
If a trade involves one member of the RC, the numbers stated above go from four votes to three. If it involves two (or more) members, the number would go to two.
RC members may only change their vote after asking one of the commissioners, and receiving their permission.
Trades can be made between both NFL and NCAA leagues, meaning you could trade your NFL player to another team for their NCAA player.
Any trade that puts a team over the salary cap, or over the roster max will automatically be vetoed.
Trade deadline will be 5:00 PM EST on the Thursday of Week 11

NFL Week 14 Bye Weeks
With Week 14 being round one of the playoffs, teams are at a disadvantage due to bye weeks. Given that a team could lose its starting QB due to a bye, we have implemented the following rule:
If a player is on a bye during Week 14 (playoffs round one), you can start said player in your lineup (Week 14 only) and earn the players weekly average to date. In order for a player to be eligible to be used on a bye week, he must have played in at least six (6) games prior to week 14. At that point, the player will earn their weekly average point total (per fantrax) and the score will be added to the team's weekly total.

When players from your NCAA teams are drafted and promoted to your NFL teams, there cap hit and contract lengths are based off of where they were drafted in that year’s NFL Draft

Any undrafted free agent who signs with an NFL team following the draft can be promoted to your NFL team, and will fall under the same contract cost and status as players drafted in rounds four-seven.
- Free Agency (NFL)
Free agents can be bid on using your ProBoards account under Transactions -> Free Agency -> whatever position the player plays at.
Free agents will be auctioned off, meaning every team has the chance to acquire a free agent. As in an auction, the highest bidder wins. However, to win the auction, your bid must stand the highest for at least 24 hours. You may NOT cancel or edit pending signings. In order to bid on a player, you must have the appropriate roster spot and salary cap space to obtain the player. For example, if you have 38 players on your roster, you can only have a high bid on two UFA's.
Players are only eligible for free agency if they are signed to or have their rights owned by an NFL team. Free agency will close upon the conclusion of the NCFL Super Bowl, and reopen at a date to be determined after the conclusion of the draft.
The minimum bid is $500,000 and there is no maximum, the max number of years you can bid on a player is five .
Remember, the per-year salary over the life of the contract remains constant for every drafted and signed player.
When bidding on UFAs, you must multiply years by cash. For example, 3 yrs @ $800,000 (multiplied it's $2,400,000) would beat a 1 yr @ $2,300,000 (multiplied it's $2,300,000) offer. You must out-bid by the multiplied total of $100,000 for it to be valid.
Be careful when typing your bid. If you have a typo in them, they will be considered for the maximum value for said player. Example: If you want to post 3 years @ $1.2M = $3.6M but you mistakenly type 3 years @ $3.2M = $3.6M, you will be held responsible for what you typed (years and annual salary) - in this case, it would be 3 X $3.2 = $9.6M. You can't come back and say "that's not what I meant".
If multiple threads get created for the same player, the original thread will prevail, regardless of the bidding amounts in any subsequent threads.
Teams that are eliminated from the playoffs are not allowed to sign any UFA for the remainder of the year. However, because of the advantage that gives playoff teams to sign players for multiple years, once the playoffs begin, you can only sign a UFA for the current season (no two or more year contracts allowed).
- Free Agency (NCAA)
Each team will have $100 of FAAB money to spend for the entire season. Bids will process Wednesday night and Saturday night at 10 pm EST. Minimum bid is $1
-Franchise Tag (NFL)
Teams may franchise tag one UFA each season at 115% of their previous cap hit. A player may receive the franchise tag a maximum of three (3) seasons in a row. If a player is tagged two (2) years in a row, then he must be paid 130% of the current year's franchise tag. If a player is tagged three (3) years in a row, then he must be paid 160% of the current year's franchise tag. If the player's previous contract year is higher than the franchise tag price then the team must pay that same percentage above their previous contract.
Example: DeAndre Hopkins previous year contract is $15,000,000, his FT1 for the following year would be $17,250,000, FT2 would be $22,425,000 and his FT3 would be $35,880,000.
- Contract Extensions (NFL)
Teams may give one contract extension per season to a player with at least one year remaining on their contract. If a player is a pending UFA at the end of the current season then they may not be re-signed and must go to UFA.
The extension may add up to three (3) years onto the contract, at an increase of 150% of the player's highest paid year. A player may never exceed six (6) years in contract length from the time the contract is signed, until the conclusion of the extension.
You have until the conclusion of NFL Week 18 to use your contract extension.
For example Tom Brady is set to become an UFA after the 2022 season. Prior to the conclusion of NFL Week 18 in 2021, Brady can be given an extension for up to three years. If his cap hit was $7,000,000 the cap hit for his extended years would be $10,5000,000.
Contract extensions CANNOT be traded.
YOU CANNOT EXTEND BEFORE A PLAYER'S RFA YEAR.
- Waivers (NFL)
Teams can release a player to the waiver wire and other teams can submit claims for the waived contract. Players waived by a team will remain on waivers for 48 hours. Any players currently on waivers will be listed on the Master Sheet under the waivers tab. Once a player clears waivers, they can be bid on as a UFA.
If multiple teams place a waiver The team with the highest waiver priority will get the player and take on the original contract. The inaugural waiver wire order will be the opposite of the inaugural NFL Draft, and from there each season's starting waiver priority is the reverse order of the team standings from the previous season.
If a player is not claimed by another GM within 48 hours, the original team will receive a cap penalty worth 50% for each season remaining on the contract.
- Off-Season Recruiting (NCAA)
During the NCAAF offseason and after the NFL draft, there will be a period for recruiting incoming freshmen, and any other unowned NCAA free agents. This is how you will replace any players you lost in the NFL Draft or to graduation.
This will work similar to an auction draft, where you have a budget to use. This budget will represent your recruiting efforts/budget. Each team will have the same base budget of $100 to start the league, with bonuses granted for achieving things that would normally be attractive to recruits. Money can be carried over from season to season and does not reset. Recruiting money cannot be traded. Each season, you will receive a base bonus of $25 in recruiting, and each new owner will receive an additional $25.
You can earn additional recruiting money in the following ways:
NCAA National Title: $15 update each owner's amount before we start recruiting for the 2024 season
NCAA Runner-Up: $10
NCAA Playoff Appearance: $5
1st Place Regular Season in either league: $10
Each Player Graduated to First Round in Real NFL Draft: $5/player
Each Player Graduated to Second Round in Real NFL Draft: $3/player
Each Player Graduated to Third Round in Real NFL Draft: $2/player
Each Player Graduated to 4th-7th Round in Real NFL Draft: $1/player
NFL Super Bowl: $10
NFL Playoff Appearance: $5
Minimum bid is $1 and each bid must be $1 higher. than the previous bid. There is no decimal bidding, so only full dollars count. When a high bid has been standing for 24 hours, that is the winning bid.
This process will take place around August, once all incoming freshmen are fully committed.
- Amnesty Buyouts (NFL)
Amnesty buyouts will work as follows:
-Every current owner will receive one (1) amnesty clause.
-Every new owner that comes into the league to replace a previous owner will receive one (1) additional amnesty clause, giving the owner two (2) to use. However, the additional amnesty buyout given must be used within 48 hours of joining the league.
If you would like to use your amnesty buyout on a player, you would make a thread under "Termination Waivers," saying you are using your amnesty clause on him.
This amnesty clause can be used to release any player on your team, at any salary, with no cap penalty. If the player is claimed, the claiming owner assumes the player's entire salary. Even if the player is claimed, that will count as the waiving owner's one amnesty.
If the player goes unclaimed, he will become a normal UFA to be bid on.
Amnesty clauses are not tradable. Once you've used your amnesty clause you will not receive another one, so be smart about it.
To claim a player off of waivers, reply to a waiver post with the word "claim". If more than one team makes a claim, the player will be awarded to the the team with the highest waiver wire priority. If a team would like to claim multiple players, please rank your priority of how you want them claimed (i.e.: Claim [1] on the guy you want most, and decrement from there).
If no bids are placed on a waived player within 48 hours, the player clears waivers, becoming a free agent. Normal bidding process will be used for any players on waivers. Teams will have 48 hours from when a player is placed onto waivers to place a claim.
- Retirements (NFL)
If a player retires while they are on their inaugural contract in this league, then the owner can release the player with no cap penalty.
If the player retires while on a NCFL Free Agency contract or a NCFL contract extension, then the owner can release the player, but they would have to pay 50% of the cap hit for every year left on the contract.
Transaction Effective Dates
To avoid any confusion, transactions will be effective as follows:
- Roster changes are effective when you make them in Fantrax. For those changes that you cannot make on your own (i.e., winning a player in free agency; winning a waiver claim; etc.), the move will be effective when the Commissioner processes it OR you send a DM to the Commissioner in ProBoards stating the details of the transaction and that you want said player in your starting lineup effective on date mm/dd/yy and who the player replaces in your starting lineup. Player(s) involved in the move cannot have had their game(s) started yet for that week.
- Trades are effective after they receive enough approval votes in ProBoards from the Rules Committee and are processed by the Commissioner. If the trade receives enough approval votes and has not been processed by the Commissioner, both teams involved need to send a DM to the Commissioner stating their preference of when said players should be in their active lineup and who they are replacing in the active lineup. Player(s) involved in the move cannot have had their game(s) started yet for that week.

We hold every member to a very high standard in this league and if you step out of line one too many times penalties WILL be handed out, NO EXCEPTIONS. We are all here to have fun and play a game. There are various infractions for which you can be fined which include, but are not limited to,
-Failing to update roster regularly
- Teams who do not set a lineup for two consecutive weeks, or three or more times in a season will be penalized by having recruiting money deducted from their totals. Exact penalty figures will be released prior to the start of the season. *** Need to implement in 2024! ***
-Causing a disturbance within the league or chat room
-Going over the roster limit
-Going over the salary cap
-Breaking ANY rule stated in these threads.
Penalties can include but are not limited to
-Reduction in salary cap for season(s)
-Loss of draft picks for season(s)
-1 week suspension of a key player on your team (at Commissioner's discretion)
-Removal from the league
